perform better than those who receiving face-to-face instruction

If that's the case, then this writer (of "Online study 'better'" in 24H Vancouver on August 9, 2010) must have received face-to-face instruction. Otherwise he would have known that it should be either perform better than those who receive face-to-face instruction or perform better than those who are receiving face-to-face instruction.
