That is a very goofy headline. It's from 24 hours Vancouver on January 6, 2011, and I'm pretty sure fixing it would mean having a simple space between high-speed and Internet and having the colon replace the hyphen between Internet and poll (with a space between the colon and poll, of course). The article also features the following paragraph,
which has a grossly misspelled their between on and lives.
