If the writer had written just west of Boundary Road, then the sentence would be correct. East of Boundary Road at 45th Avenue is Burnaby's Central Park. Boundary Road is the boundary between Vancouver and Burnaby, and I would assume Vancouver City Hall is mostly uninterested in bike routes that are in Burnaby. Shouldn't the article's headline have both City and hall capitalized?
